I searched on google and : NORMAL and SPECIAL are for booting a DVD or CD. Once you have downloaded the file, copy FREEMCBOOT.ELF and INSTALL folder to the USB. You have small chance that your PS2 is compatible. Than you will see 4 options : NORMAL, SPECIAL, SMBOOT, CHEAT MENU. Keep in mind that you still need a Free McBoot-compatible PS2 slim for this to work (details for determining your PS2 slim version are below).
